can you be arrested for assault for a verbal arguement

my brother in law was arrested for assault after argueing with his sons schools principal.. they both made threats.. If he deserves to be arrested shouldn't the principal too.

Are you sure it was assault, not something like disorderly conduct or breach of peace?

Yes, it sounds as if they both should have been arrested.

the charge is assault and battery. yet no physical contact was made.
