Is it true that no exterior blue lighting is legal?

If you mean blue lights, not DOT approved blue appearing headlights, you need a permit to display them. In Connecticut,
firefighters and police may have permits for blue lights. These lights may only be displayed while en route or at the scene of an
emergency, or for the police to enforce traffic laws/regulations.
The strange thing about Connecticut is the firefighter using a blue lights while en routre to an emergency may not travel above
the posted speed limit. The blue lights are considered "courtesy lights" only.
Put those same lights on a police vehicle and it's a different story.
Only chief officers in a fire department may display red or white lights and use an audible warning device. This make them a
true emergency vehicle.
