Seat Belts and Trucks

what the law regarding this? I get pissed everytime I see a truck with kids in the back. In a car everyone has to be buckle how can they get away from this in a truck? What really makes me mad is if they have a accident and kids go spilling out and I run over one of them Little Jonny mom's going to get pissed at me for doing this when it her fault for not buckling up.
