Like the subject says, should it be exhaust, some type of intake, what? I had an 89' IROC w/5.7, then a 94'Zm and now my 00'SS. I've kinda forgotten the good, cheap mods for the 3rd gens. Sorry guys. Anyways, i told him he should do exhaust first. If he does, which one is the best bang for the buck for these cars? Any help would be greatly appreciated!

yea, a good tune up is the best way to start.
most likely he will find somthing broken... fix that first
then its up to him and what he wants from the car....
if hes after power, then id do a cam swap.
otherwise, subframe connectors and a strut tower brace would be some of my first mods.

SFCs, camswap, large tube runners and hi-flow intake
not in that necessary order

I'd go with Lakewood LCA's and Panhard Rod. They eliminated wheel hop for me and were less than $180 for both from Summit.

Actually, Flowmaster mufflers for F-body's flow HORRIBLE. I have personally seen a buddy gain 11 rwhp on the dyno by swapping out his Flowmaster catback for a Random Tech catback. The chambered design of their mufflers are made for sound, and not flow. Those mufflers don't make much, if any power over stock.
I'd recommend a Hooker aerochamber muffler for a good flowing start. This muffler flows AWESOME, I only lost 2 rwhp on the dyno through this muffler, compared to a cutout on my LS1. SLP, B&B, and Random Tech. also make excellent flowing systems.
