Fuel problem

I have an 89 rs with a 305 tbi, lately it has been hard to start and has pulled a code 54 twice (low voltage fuel pump). It only has 5 volts at the pump, but 12 at the fuse. Is there something that regulates this voltage or am I looking for a short?

I would have to say that it is a short or the wire going to the pump needs to be replaced. <img src="graemlins/thumbsup.gif" border="0" alt="[Thumbs Up]" />

i BELIEVE there is a relay... <img src="wink.gif" border="0"> its most likely your prob.
