code 32-21

hello everyone I have a 86 iroc and the ses light came on tonight and gave me codes 21-32 I had a feeling that the tps was bad b/c it didn't idle right but i'm not so sure about the egr system. could it be giving me that code because it dosen't have a muffler to give it back pressure? If anyone has any ideas please let me know.
