i failed my emissions because my CO2 level at idle was too high. It's an 87 lg4, could this be caused by a dirty air filter? the oil is pretty new still, and it's got a 1 yr old catalytic converter on it.

I spent all day today passing '86 LG4 through emissions. It seemed that with a little vacuum leak( take the hose off the PCV valve) and slightly retarded timing, Carbon Monoxide goes down at both loaded and idle. But if you retard the timing too much, hydrocarbons are going to go way up. You also need to disconnec Electronic Ignition Advance... A big 4 connector plug, wires come out of distributor.
