I have a 350TPI motor out of a 88 Formula, I'm looking for a lightweight flywheel do I need a int. or ext???

You need one that is designed specifically for a 1-piece rear main seal. 87+ small blocks will have a balance weight on the flywheel/flexplate.

The Flywheel will come with the balance weight, so I just install and it's done? or does it need to be balanced after it's installed?

Chevy small blocks (except 400) are internally balanced. You should be able to just buy your flexplate/flywheel (168 tooth) and run with no problems.
