I found in a magazine a radar/laser scrambler. Are they illegal to have?

I think it depends on your states laws.

I believe scramblers are illegal in all 50 states. Hell, detectors aren't even legal in every state.
Really, it depends, though. If it's a passive system, they're legal in states that allow detectors. However, aggressive systems are against federal law.

radar systems work off radio waves.
the only effective way to block radar is to brodcast a identical signal (not hard) to cause interference.
i device causing interference in another device is in direct violation of FCC rules. its illegal.
"passive" systems that do not brodcast anything are legal, but ineffective. hell you could throw the "jammer" itself and the gun could tell you how fast it goes.
laser systems work of light.
it its perfectly legal to transmit light at the frequency that the laser gun is at.
however, the odds of you shining a focused light beam directly into a ladar gun pointed at you is slim to none.
while a laser beam does spread out, it doesnt spreadout far.
meaning the cop could hit the nose of your car, and the beam is so narrow that your laser detector never sees it. the light transmitter you have on your car has almost no chance of shining back in it.
