If you own the parking lot, do what you want. Transportation code only applies to public roadways.

not true, there is a such law as unsafe speeds on PRIVATE property where the police can press charges, even against the owners will. california VC 23107 or something like that. my friend got one. HES THE OWNER OF THE shop where he was doing donuts.
