illinois neon laws

does anyone know the laws regarding neon underbody kits for illinois. I am planning on buying a red kit and i want to know when i can use them, ie: parked or driving.

the laws in pa your car must be parked to have your underground neons on adn same for the flashing tubes your car must be at a stop or it draws attention to your car and causes other people to drive wrecklessly

in most states (as far as i know) you cant show the light... now if they see the light reflecting off the street or underbody, thats allowed... but you cant directly show the light. :raz:
