Radar question for a WA State ticket...

Okay, I was driving west in the right lane of a 4 lane road with center turn lane. There was a green accord tailgating me so badly that I could not see his licence plate in my RVM. Going 45 (speed limit), the accord and I pull up next to a white car swerving in the left lane. I speed up a LITTLE maybe to 50mph as I was already passing the car at the speed limit. When I got ahead of the white car enough, I turned into the left lane. The accord sped past me, when the accord had about 1 car length between us, I looked at my speedo. About 47mph. I look up and see a Clark County Sherrif cruiser heading the opposite direction (east) in what would be his left lane (next to the center turn lane). He immediatly turns around and follows me for about 20 seconds, then pulls me over.

Gives me a ticket for going 61 in a 45 VIA his dash mount Speed Monitoring Device.

Hassles me about having no front plate.
Hassles me about having a license plate cover (tinted only are illegal)

My reading says that black cars (mine is black) absorb radar waves the most. Also, that police radar bounces off the front plate most.

How is it possible that the officer pointed his MOUNTED radar at me, and know that I was speeding, and not the accord that sped past me? ESPECIALLY when he was driving the opposite direction, and there was a center turn lane between us?

HELP! SO CONFUSED!

1. The color of a car has no effect on dopplar radar.
2. Dopplar radar does not pick up mostly cars with front license plates. It's so sensitive that it does not matter. How else do you think they clock baseballs at baseball games?
3. He could have made a mistake since most cars pass on the left. It's sort of an illusion that each officer has to be aware of.
