fake inspection sticker

My friend got pulled over last week for a fraudulent inspection sticker. The cop scraped the sticker off and gave him a ticket to appear in court.

Are they allowed to take the sticker off, or can only DMV do that?

In Texas we can scrape the sticker off. But in Texas it is a Class "B" Misdemeanor. No ticket you go to jail. I have no idea about your state though.

in ny its a misdemeanor also. yes, i can remove the sticker because its now evidence. ny law empowers us to seize any DMV issued item (drivers license, plates, stickers, etc) and its probably a safe bet most other states do too. as far as hauling someone off to jail i usually just process them in the field and send them on their way. however i could tow their vehicle as it apparently won't pass a state vehicle inspection so it can be assumed its unsafe to operate on the highway.
