Reason I ask is because I was travelling on a major highway today (Ohio SR 71 Northbound), and I came upon a Chevy Blazer that had no brake lights except for the third brake light located on the roof. I alerted this to the driver, who thanked me. But my big question is this. Should I have reported the driver to the State Patrol? Is a third brake light considered to be a brake light?
In Texas, all factory safety lamps are required to be in working order. Usually state laws are very similar.

Would you really report somebody to the police for a faulty brake light? Wow, that'd waste the time of everyone involved...

The ONLY brake light that was functional on this vehicle was the third brake light up on the hatch. This highway is a major highway, and a vehicle as such could have very likely caused a major traffic accident. Because of those circumstances, yes, I would report that to the State Patrol.

pfft, even with the brake lights out, you should be following at a safe distance to be able to stop. In my old beater I used to scare ppl who were on my ass by downshifting to like 3rd and dropping the clutch..
